Turnkey line searches usually come from buyers who want one supplier to own the integration risk across several machines.
Decision brief
A turnkey packaging-line RFQ is complete only when one responsibility matrix joins product infeed, primary packing, inspection, secondary packing, controls, utilities, safety, data, installation and line-level acceptance. One supplier name does not remove interface risk unless ownership and performance boundaries are written and tested.
What changes the answer
- Battery limits: the physical, control, utility, data and commercial boundary at every line interface.
- SKU-weighted accepted output, accumulation, reject recovery and behavior during starvation or blockage.
- Who owns risk assessment, drawings, software, validation, installation, training and final site acceptance.
- Which tests occur at the supplier, at the buyer's site and after production ramp-up.
What the project must solve
A list of machines is not an integrated line scope when conveyors, controls, guarding, utilities and interface signals have no named owner.
Individual rated speeds do not prove line output; starvation, blocked discharge, reject handling and recovery can set the practical rate.
Calling a project turnkey can conceal buyer-supplied work, site readiness, validation, local compliance and ramp-up obligations unless exclusions are explicit.
Buyer analysis
Define where turnkey responsibility starts and ends
Use a battery-limit drawing and responsibility matrix to assign product feeding, primary packing, inspection, conveyors, cartoning, case packing, controls, utilities, guarding and layout. Mark buyer-supplied equipment and every manual handoff. A named interface owner is required even when two modules come from the same supplier.
Balance the line around normal disturbances
Model the slowest SKU and expected variation in feeder, filler, package machine, inspection and downstream equipment. Define accumulation and controlled responses to starvation, blockage, reject-bin full and downstream stop. Recovery behavior can determine saleable output more than the fastest machine rating.
Freeze controls, data and safety ownership
State who supplies the master line control, emergency-stop and safe-state philosophy, interface signals, remote access, user levels, recipes, production counters and backups. Site risk assessment and destination requirements remain project-specific; a turnkey label is not a certification or local approval.
Separate module FAT from integrated line acceptance
Individual modules can be tested before the complete line is available, but integrated FAT should challenge handoffs, reject logic, accumulation, recovery and line counters. SAT then verifies site utilities, upstream and downstream connections, operator readiness and agreed production conditions.
Release the project with an evidence package
Require approved drawings, configuration and software revisions, manuals, parts lists, test records, deviations, training evidence and open-action owners. Define what must close before shipment, what transfers to SAT and what remains a ramp-up target rather than treating one pass statement as the full handover.
